phpBB Discussion • How many category levels will phpbb handle?

I'm shopping for a discussion forum. The group needs their discussion topics by location:

country >
state >
city >
topic 1
topic 2
topic 3
etc.

But I found that not all forum software allows for multiple drill-down categories, and several only allow two deep!
How many category levels will phpbb handle?
