This is really the primary rule you would create, any other rules are for fine tuning. For the action use JS Challenge or Managed Challenge. Someone from South Africa or any other countries you list get nothing. Everyone gets challenged. This doesn't block them. If you want to outright block a country or countries use another rule, it should be placed above this rule.
