Make sure you are clearing phpBB's cache after template edits, also make sure you are clearing browser cache for CSS file edits.
Right click the element and select "inspect" or similar text, this will open developer console in the browser. You can select the HTML and in pane to right(may differ with different browsers) will be CSS rules applied including the file and line it's on.
