That's not what thecoalman was asking. cPanel is a webhosting control panel that gives you a GUI to access different programs, such as phpmyadmin.

If those are truly the only things you have access to and your board is not up and running, have you considered moving to a better hosting platform that gives basic functions that will allow you to migrate the site easier and have easier maintenance? One with free migration, CLI support, etc...
