Due to modifications done to the phpBB-2.0.21 by adding the
phpBB-3.0.7-pl1 must be updated to 3.0.14 which then can be upgraded to phpBB-3.3.0 which can be directly upgraded to phpBB-3.3.14
It seems that the database can't be updated directly from 2.0.21 to 3.3.14, due to the differences in structure.
Categories Hierarchie extensions to add post attachment capabilities, there is a specific convertor to use as noted. This convertor only works running a conversion to phpBB-3.0.7-pl1. phpBB-3.0.7-pl1 must be updated to 3.0.14 which then can be upgraded to phpBB-3.3.0 which can be directly upgraded to phpBB-3.3.14
